So in response to your beautiful letter from the Constitution I would like to let you know that in California we have a movement called New California State. It’s completely Constitutional, based on Article 3, Sections 3&4 of the original Constitution of the United States of America. We declared our Independence from the State of California in 2018. It’s a state split, urban v. rural. We are living under a tyrannical government in California. A monoparty system with selections, not elections. Our governor has instituted complete mail in voting. A ballot gets mailed to anyone who has a drivers license. In the last few years drivers licenses have been issued to illegal people living in the state. I cannot call them citizens. We are trying very hard to do away with the mail in voting and voting machines & go back to the one Constitutional day of voting on paper ballots with citizens ID. We have succeeded in one County so far, Shasta County. We are very unhappy with just about everything that is going on in California. From the schools to medical tyranny, the court system, the crime, & of course the big urban areas being destroyed by the democrats running the state. The New State will take up about 90% of the land mass, but half the population. We have read many, many grievances on the steps of the Capital Courthouse and County Courthouses, as well as Notices of Default. We have a New California State Constitution, a functioning Assembly and Senate. The governor has of course been served with these Declarations of Default, both Constitutional and Financial. We have a flag, a State Seal and we have sent Representatives to the Federal House of Representatives to start proceedings to determine statehood. More are to follow. Our goals are: A “Fresh Start” with a new Constitution, the “Rule of Law” will be reestablished with Support for Law Enforcement, 2nd Amendment Rights will be guaranteed, A new economy with low taxes and few regulations, a new education system where parents will have full Parental Rights, Local County control, No Centralized State Government, New California will flourish as the most productive state in the Union,New California will make good on pension promises, New California will NOT be a sanctuary state. The process to create a state from an existing state is to get your act together and then you have to go to the legislature of the state and ask permission. So, of course you know the California legislature is never going to approve this. So what W. Virginia did because they had no legislature to ask permission from, a man named Pierpont came up with the idea of reconstitution of the State of Virginia & it’s legislature & they asked the reconstituted state for permission & the Federal Government accepted that. So New California did the same thing. For those who refuse to get involved due to a theory that prevents you from engaging in civic duties. Or at the very least takes way the sense of urgency, which during these times, is just as bad. First off, The We are in Martial Law Theory. I'm telling you now, we are not. Nor are we in some secret declared war. Lets start there. Even for President to send troops to War, Congress has to be notified within 48 hours according to the war powers act of 1973. And what was the reason to declare War according to this Martial Law Theory? And the "CIC" does not own the Military. Article I, Section 8 of the U.S. Constitution. This section is also referred to as the "War Powers Clause," and it grants Congress the authority to:
- Raise and support armies
- Provide and maintain a navy
- Make rules for the government and regulation of the land and naval forces
- Declare war
- Provide for organizing, arming, and disciplining the militia

The President must provide Congress with a written statement that explains the reasons why a proclamation is necessary, and the document must be justified by the need to protect public safety, defense, and other national interests. The President must be able to provide evidence of these needs before taking any action, and this evidence must not be done in secrecy. It’s completely Constitutional, based on Article 3, Sections 3&4 of the original Constitution of the United States of America. We declared our Independence from the State of California in 2018. It’s a state split, urban v. rural. We are living under a tyrannical government in California. A monoparty system with selections, not elections. Our governor has instituted complete mail in voting. A ballot gets mailed to anyone who has a drivers license. In the last few years drivers licenses have been issued to illegal people living in the state. I cannot call them citizens. We are trying very hard to do away with the mail in voting and voting machines & go back to the one Constitutional day of voting on paper ballots with citizens ID. We have succeeded in one County so far, Shasta County. We are very unhappy with just about everything that is going on in California. From the schools to medical tyranny, the court system, the crime, & of course the big urban areas being destroyed by the democrats running the state. The New State will take up about 90% of the land mass, but half the population. We have read many, many grievances on the steps of the Capital Courthouse and County Courthouses, as well as Notices of Default. We have a New California State Constitution, a functioning Assembly and Senate. The governor has of course been served with these Declarations of Default, both Constitutional and Financial. We have a flag, a State Seal and we have sent Representatives to the Federal House of Representatives to start proceedings to determine statehood. More are to follow. Our goals are: A “Fresh Start” with a new Constitution, the “Rule of Law” will be reestablished with Support for Law Enforcement, 2nd Amendment Rights will be guaranteed, A new economy with low taxes and few regulations, a new education system where parents will have full Parental Rights, Local County control, No Centralized State Government, New California will flourish as the most productive state in the Union,New California will make good on pension promises, New California will NOT be a sanctuary state. The process to create a state from an existing state is to get your act together and then you have to go to the legislature of the state and ask permission. So, of course you know the California legislature is never going to approve this. So what W. Virginia did because they had no legislature to ask permission from, a man named Pierpont came up with the idea of reconstitution of the State of Virginia & it’s legislature & they asked the reconstituted state for permission & the Federal Government accepted that. So New California did the same thing. Since California is in Default both Constitutionally & Financially & is no longer a Representative Republican form of government, we have reconstituted the Constitutional State & asked it for permission.

Excellent approach to the Constitution and how to apply to local governments. We are attending city council meetings; interacting with the local Mayor and working with local moms to get the LGBTQ weirdness separately classified as a tool to allow parents to keep children from it. For those who refuse to get involved due to a theory that prevents you from engaging in civic duties. Or at the very least takes way the sense of urgency, which during these times, is just as bad. First off, The We are in Martial Law Theory. I'm telling you now, we are not. Nor are we in some secret declared war. Lets start there. Even for President to send troops to War, Congress has to be notified within 48 hours according to the war powers act of 1973. And what was the reason to declare War according to this Martial Law Theory? And the "CIC" does not own the Military. Article I, Section 8 of the U.S. Constitution. This section is also referred to as the "War Powers Clause," and it grants Congress the authority to:
- Raise and support armies
- Provide and maintain a navy
- Make rules for the government and regulation of the land and naval forces
- Declare war
- Provide for organizing, arming, and disciplining the militia
President Declaring War
The President must provide Congress with a written statement that explains the reasons why a proclamation is necessary, and the document must be justified by the need to protect public safety, defense, and other national interests. The President must be able to provide evidence of these needs before taking any action, and this evidence must not be done in secrecy. Additionally, the Constitution of the United States applies to Presidential Emergency Action Documents, indicating that the President must receive approval from Congress before taking action through an emergency document. Any emergency action taken by the President must adhere to all established legal procedures and conform to the rule of law. Every citizen, even criminals are protected under the constitution.
Additionally, Congress has the power of the purse, which means it is responsible for appropriating funds for the military and overseeing how those funds are spent. Congress also has the authority to establish military tribunals, which are special courts that try members of the armed forces for violations of military law. Ok, I might form a theory about the majority of the population to answer your question: Because the law enforcement and judiciary does not support the constitution, and 99% of people don't have the money for a lawsuit to enforce the constitution, and the lawsuit would likely fail in many jurisdictions. While this is short-term thinking, there you go. Most people cannot think long-term, so they try to apply short-term solutions to long-term problems.
Constitutional Sheriffs fully support the Constitution. Where they run into trouble is when they try to find a DA to prosecute the cases. We have a great Constitutional Sheriff in Riverside County. LA County just got rid of theirs. But LA county is hopeless.

At this point, to me, none of that matters. Only what you do locally. Its where socialists are gaining ground because they know how much local action makes a national impact. The plan was misinterpreted, the military role was/is misunderstood and I think a lot was expected out of We the People world wide that frankly, we did not do. We still are only talking, no action.
Does Protests, Walks, Elections, Petitions, etc. still make sense? There is a lot more we can do. Enforcing accountability is one of them. Knowledge of the system is another. There are many ways to do that. And if coordinated properly, Protests, Walks, Elections, Petitions, DO work. I keep thinking back to, "We forgot how to play." This is why we are not having success.
