Reconstitution Part 4

We’re going to share a secret with you. A secret that had to be kept carefully hidden for nearly 20 years. A secret that involved both political parties - Republicans and Democrats. A secret that needed all three branches of government to subvert the Constitution.

This secret was to quietly install a de-facto monarchy inside the Executive Branch of the United States Government. As we introduced in 47 Rōnin, we called this position the President-King. Believe us when we tell you, this position truly was a king - unelected, unaccountable, and all-powerful.

The genesis for the position of the President-King began nearly 80 years ago under President Roosevelt.

Under The Reorganization Act of 1939, President Roosevelt issued Executive Order 8248. This EO created the Executive Office of the President, or EOP. There are two critical things to understand here. One is legal and constitutional, the other is not.

The President may issue executive orders. Issuing an executive order that more effectively manages the Executive Branch with direction from congress via the Reorganization Act of 1939 isn’t illegal - such actions are in alignment with the Constitution.

However at the same time, EO 8248 created something that would outlive Roosevelt’s presidency. The EOP would effectively create a thing, that had the full power and authority of the President of the United States that was not tied to any elected public official. A president comes into office, a president leaves office, but the thing remains.

The thing that EO 8248 created was a crown. The crown of the American President-King.

The EOP is like a corporation. Every Executive Branch office and agency reports to the EOP. There is one exception. The US Military reports to the President of the United States - It has to constitutionally. Now we have a shock for you - you don’t elect a President every four years as defined by the Constitution. You elect a CEO to lead the EOP, and you elect a commander in chief to lead the US Military.

The difference is subtle, but critical to understand. The Constitution says the American people will elect a President to lead the Executive Branch and command the US Military. What EO 8248 did was create a parallel position to the President of the United States. All agencies and offices report to the EOP - the elected President just happens to run the EOP. Presidents come and Presidents go, but the EOP remains.

This is one of the pillars on which the position of the President-King is built.

Oh, and the date that EO 8248 went active?

September 11, 1939.

The Game of Thrones

What we are going to show you is how the throne of the President-King was built. It is impossible to tie this constitutionally repugnant edifice to one administration. No, this required the involvement of many administrations. The President-King is a multi-decade construction project that involved both political parties. We will use that analogy as we show you how the position of the President-King was built.

Reagan - The Drafter

EO 12656 was signed on November 11, 1988. President Reagan signed a document that was rather chilling to those paying attention at the time.

A secret committee was convened earlier that had two familiar players as participants - Donald Rumsfeld, and Dick Cheney. Remember these two names, because we will be coming back to them soon.

What was so concerning about EO 12656?

This Executive Order allowed the government to suspend the Constitution and turn over all operations to FEMA during a declared emergency. FEMA would run the government until the emergency ended. However, EO 12656 did something more. This Executive Order allowed implementation of a COG plan whenever the Executive Branch decided there was an emergency.

Did you catch that? It’s a tectonic shift in policy. EO 12656 lowered the bar for suspension of the Constitution. It removed the requirement for a successful nuclear Pearl Harbor and changed that criteria to, “whenever the EOP decides there’s an emergency.”

The Berger Court - The Land Buyer

The Executive branch had assistance. One cannot discuss the modern administrative state and the EOP without the legal cover provided by the Supreme Court.

On June 25, 1984 Justice Stevens authored a 6-0 opinion that decided a case known as Chevron USA v. National Resources Defense Council. Chevron limited the power of the Judicial Branch over federal agencies. Chevron held that courts should defer to an agency’s drafting of a federal regulation when that authorship is delegated to the agency by congress. While on its face this decision appears to bolster the separation of powers as defined by the Constitution, in practice Chevron did three things;

1. Chevron handed a blank check to the Executive Branch, allowing its agencies to interpret and reinterpret regulations at will - and those regulations had the force of a law passed by congress. Chevron gave legal cover to the Executive Branch when it wanted to create law out of thin air.

2. Chevron allowed Congress to escape their constitutional responsibility of limiting the scope of laws and providing necessary limits to the power of the Executive Branch. This led to lazy bill writing with language such as, “The secretary shall determine…” This practice also placed We the People in constant legal jeopardy, because agency regulations could change suddenly with no constitutional way for the people to stop them.

3. Chevron restrained the Judicial Branch in its ability to prevent abuse of the citizen by the regulatory state. Future courts could point to Chevron in order to permit all sorts of constitutional violations by holding that they must defer to the agency rather than the constitution.

There were other Supreme Court cases that contributed to this problem, but Chevron was the big one that played a crucial role in the creation of the President-King.

Clinton - The Surveyor

On October 21, 1998, President Clinton wrote a Presidential Decision Directive that drafted a COOP plan that was classified secret and then quietly tucked away.

What is publicly available regarding PDD-NSC-67 shows us that.

PDD 67 required Federal agencies to develop Continuity of Operations Plans for Essential Operations. In response to this directive, many Federal agencies formed task forces of representatives from throughout the agency who were familiar with agency contingency plans. They developed the COOP as a unifying concept that did not replace existing plans but, instead, superimposed COOP functions if and when a problem threatens serious disruption to agency operations. The plans identify those requirements necessary to support the primary function, such as emergency communications, establishing a chain of command, and delegation of authority.

Also in EO 12656 signed by Reagan it says:

“The head of each Federal department and agency shall ensure the continuity of essential functions in any national security emergency by providing for: succession to office and emergency delegation of authority in accordance with applicable law; safekeeping of essential resources, facilities, and records; and establishment of emergency operating capabilities."

If you think this sounds like a CoG plan, then you’re absolutely correct - because that’s what happens when these two documents are activated under an arbitrary emergency.

Bush - The Carpenter

President Bush had both barrels loaded and pointed right at the heart of the US Constitution with EO 12656 and PDD 67. All he needed was a triggering event to declare a state of emergency.

He got one on September 11, 2001 - 08:46:40

That’s the instant when American Airlines Flight 11 hit Tower 1 of the WTC. Between 09:45 AM and 09:56 AM EST that day, Richard Clarke, The Counterterrorism Czar of the Bush Administration activated COG.

With that one action, EO 12656 and PDD 67 slammed shut like a trap. These orders would now be implemented by the very men who wrote them years earlier: Richard Clarke, Dick Cheney, and Don Rumsfeld. Specifically, under EO 12656 the federal government activated its CoG plan and delegated power to regional representatives of each federal agency.

Immediately after the 9/11 attacks, the Bush Administration could do anything it wanted - and we mean anything.

• Dissolve the elected government and create an all-Republican emergency government? That was done at 2:00 PM on 9/11. The emergency government was supposed to be temporary, until the events of 9/11 passed - but the Bush Administration decided to make this emergency government permanent.

• Pass a sweeping law that infringed on civil liberties, violating the 1st, 4th, 5th, and 6th amendments to the Constitution? That was done only 45 days after 9/11 with the passage of the Patriot Act. The Patriot Act was written by Assistant Attorney General Viet D. Dinh, but introduced into Congress by Representative Jim Sensenbrenner (R-WI-5). The Patriot Act amended 10 US titles, created 9 new U.S.C. Sections, and amended 107 U.S.C. Sections. Here’s our point - congress was supposed to write this. Instead, Congress was handed a Bill by the Executive Branch and told, “Sign this or you want Americans to die.” This behavior is not permitted under the Constitution.

• Create a personal army of assassins to the President, set on a relentless kill or capture mission to deal with anyone the President-King deemed to be our enemy across the globe? Secretary of Defense Rumsfeld did this to JSOC - do you remember one of the lessons from 47 Rōnin? What Rumsfeld did to these honorable warriors dishonored them…and the terrible consequences of that action would be made known to the world on October 28, 2017.

• Continually renew COG on September 11 of every year to keep those dictatorial powers? Congress kept giving the Administration the green light every year. Since September 11, 2001 America has not had a constitutional government! It’s had a COG where under the plans laid out under EO 12656 the Executive branch can do whatever it wants by issuing orders from the throne of the President-King, and Congress has allowed it for 21 years.

But the Bush administration wasn’t done. On May 5, 2007 Bush signed National Security Presidential Directive (NSPD) 51

This document cemented the permanent emergency and the permanent shadow government needed to preserve the throne of the President-King. It made the Executive Branch the only branch of government that mattered.

Obama - The First President-King

“We are days away from fundamentally changing the United States of America!”

Boy he wasn’t kidding, was he? Our research leads us to conclude that President Obama was the first US President to be handed the full power of the President-King once he was inaugurated on January 20, 2009.

However, President Obama did not use the full dictatorial powers available to him. Although the position of President-King may have existed, there were still plans in progress that needed to be completed.

The dictatorial powers were to be used by a future President-King. In post #570, Q outlined the 16 year plan to destroy America. In this post we see that although the creation of the President-King position was complete, there was still work to do in the Judiciary. The Deep State needed to install additional members to the high court and then have them decide cases on a myriad of issues that would ensure the complete destruction of the Constitution under cover of opinions. Obama’s job was to:

• Nominate Deep State - friendly Supreme Court justices if seats on the high court became available

• Weaken the US military

• Remove America’s presence from space

• Keep borders open

• Kill the economy with intentional policy choices that would make the Great Recession of 2008 worse

• Kill the economy by working with Congress to pass legislation that would make recovery impossible (cap & trade, bank regulations that restrict access to capital, and drive up spending to cause runaway inflation)

President Obama was successful in his mission. There were a few stumbles along the way, some notable examples were failure to pass cap & trade legislation and failure to nominate Merrick Garland to the Supreme Court.

In fact, he once famously let slip the fact that he had dictatorial powers through the EOP by saying in January 2014;

“I've got a pen to take executive actions where Congress won't, and I've got a telephone to rally folks around the country on this mission.”

Now the context of this comment is he was voicing his frustration at a Republican Congress intent on stonewalling him, but that doesn’t change what he let slip.

“I can bypass congress with a pen and a phone.”

Not according to the Constitution, he couldn’t. But with the power of the throne of the President-King, he could.

The Silent Partner - Election Fraud

The men who built the throne of the President-King were in an unstable position after September 11, 2001. To preserve the throne, the COG needed to be extended each year - and that meant America needed to be in a constant state of emergency. Do you remember how things were during the Bush administration?

• Cheney in an “undisclosed location”

• Terror alert status “Elevated”

• Wars in Afghanistan and Iraq

• TSA performing enhanced searches of travelers

• Finding terrorists trying to blow up aircraft with shoe bombs

• Men dressed in Middle Eastern clothing asking for seat belt extenders

• “See something, say something”

• Anyone questioning these violations of civil liberty was an Al-Queda sympathizer

Readers, the panic surrounding the very real event of 9/11 was a PSYOP to convince the American people that this CONSTANT state of emergency was critical for survival. Cries of, “You don’t want another 9/11, do you???” were common.

However, this unlimited power had an inherent weakness. It was dependent upon the COG. All of it was unconstitutional, and the Deep State always had to control the throne.

In order to do this, a network of election rigging had to be constructed. This would ensure control over Primary elections and the throne in the General Election. The best outcome was to have the Primary winners from both parties as men they controlled. Think about our recent elections;

• 2000 - Bush vs Gore

• 2004 - Bush vs Kerry

• 2008 - McCain vs Obama

• 2012 - Romney vs Obama

All of these candidates were men controlled by the Deep State, with long histories of corruption. There was only the illusion of choice.

Hilary Clinton was the next choice to sit on the throne of the President-King. Her opponent? It would likely have been Jeb Bush. Again, both of these candidates were under control of the Deep State.

Even if an outsider were to sneak past - the rigging in the General Election should have kept the throne safe.

Then Trump came along.

Trump

President Trump was inaugurated on January 20, 2017. He set about making drastic changes to the way Washington did business.

In the article, 47 Rōnin, we introduced Ōishi, the leader of the 47 dishonored samurai. Ōishi was an honorable, and chivalrous man who put duty and honor above self.

The Deep State knew that there was now an honorable man who now had complete control of the US government. They had to get Trump out of there any way they could;

• They sent minders to make sure Trump didn’t change anything, and to hide the throne of the President-King

• They investigated the Trump Administration with the Mueller probe to try to distract the administration and to dig up dirt for an impeachment

• They tried to impeach Trump, twice

Above all, they were desperate to keep the throne of the President-King hidden at all costs.

They failed.

Q told us they failed in post #2.

Once aware of the powers given to him by the EOP, Trump used those powers as needed to fight the entrenched Deep State.

His intention was to continue fighting them into a second administration. However, something happened in 2020 that changed everything.

President Trump was told that the payoff calculation had changed. Later in the series, we will be examining game theory. One critical aspect of game theory is assigning payoff for different moves in the game. At this juncture, we believe that if the Deep State tried to steal the election, there was a higher payoff to letting them do so as opposed to taking aggressive action to stop them.

We see some evidence of this in the discrepancy between what President Trump was saying and what President Trump was doing. On November 23, 2020, the Administrator of the GSA, Emily W. Murphy sent a letter to President-elect Biden.

According to this interview with Kash Patel, that letter from GSA could only have come if and only if President Trump authorized its release!

We are sorry if this is disappointing to some - but this document proves that Biden is The 46th President of the United States of America, because the GSA and the DoD transitioned authority from the Trump administration to the Biden administration in an orderly, professional fashion. Now, an explanation is in order. Biden didn’t win the 2020 election clean - there was provable election fraud that delivered the Oval Office to Biden. So why did President Trump order the transition?

Trump ordered the transition for three reasons:

1. The statistical payoff calculations in the game theory model told him to do so.

2. The words “Trust the plan” have deeper meaning than anyone truly realizes.

3. It is required by law.

That being said, it would be a dereliction of duty to hand over a fully-functioning, all-powerful throne of the President-King to someone as corrupt as Joe Biden.

Which is why President Trump left a little surprise for the incoming administration.

Biden - The First Constitutional President Since Hoover

President Biden was inaugurated on January 20, 2021. He arrived at the White House expecting to assume the throne of the President-King, as President Obama did exactly 12 years earlier.

Only there was a serious problem. The throne was nowhere to be found.

How do we know the throne of the President-King was destroyed by President Trump?

We turn to logical analysis.

We know:

The COG initiated under the Bush Administration on September 11, 2001 was still active.

We know:

As long as the COG was active, EO 12656 and PDD 67 ensured the existence of the position of President-King and the EOP can do whatever it wishes.

We know:

President Biden was the 46th President of the United States, per President Trump’s own order to the DoD through the GSA to transition the government to the next administration

If:

The EOP was intact, and Biden was President (he was), and the COG was active (it was, renewed 9/09/2021), and there was a national emergency that could be articulated (January 6)

Then:

President Biden could suspend the Constitution under a state of emergency (remember what the Bush administration did on 9/11!) and arrest President Trump, former administration officials, Republican lawmakers, Republican Governors, and Trump Supporters.

But that didn’t happen.

Which means that one of the “IF” statements is wrong. Therefore, we can conclude that the EOP has drastically changed between the Trump Administration and the Biden Administration.

This is the best reason we’ve seen that provides an explanation as to why the Biden Administration cannot seem to advance much in the way of policy goals and why they have to go through Congress. The reason they are so hobbled is that we are seeing the first Presidential administration since President Hoover’s that is acting in a constitutional manner.

Now, the administration’s goals are not constitutional, nor is the legislation they support - but have you noticed that when the Biden Administration attempts an overt violation of civil liberties they get tripped right at the last minute, or stopped in a lawsuit?

There’s a very awake segment of the US population that is pushing back against constitutional overreaches by the federal government, and the judiciary is ruling on the side of the Constitution when lawsuits by the people are presented in court. We the People are making significant progress in changing election laws to make it difficult to cheat, and we are having real sweeping victories in court (see Roe v Wade overturned, 2A victories, Chevron v NRDC overturned). We also stand poised to elect the most constitutionally sensitive legislators ever sent to Congress - in a historic majority.

But none of this works if We the People do not participate in our government and elect representatives that respect the Constitution. That means work and that means voting - and it means constant vigilance.

This fight will never be over. We can never quit.

Because liberty is only one election away from extinction.
