It is always easier for someone to admit they are wrong than to admit they have been duped. The truth is, having studied the long train of abuses through the lens of Reconstitution we must first admit we’ve been duped. We thought, and maybe were even taught in school, there were three branches of government. This is the way it was intended; this is not how it is today. In fact, as we have learned previously in this series, the 4th branch of government has been growing for over 80 years.
King Arthur had his Knights of the Round Table, Adolf Hitler had his SS, and for close to eight decades the President of the United States has had his Executive Office of the President (EOP) and various agencies within the Executive Branch. This is not an anti-American manifesto. America is still the greatest nation on Earth, one we are proud to call home. However, we must acknowledge the emergence and abuse of the 4th branch of government.
It is necessary for tyrants to have their minions. Benito Mussolini would have never been able to accomplish his fascist agenda without the help of the “black shirts.” The same is true of Adolf Hitler and his Brownshirts. The list goes on and on throughout history. America prides itself on being the beacon of freedom and the land of the free, but as we have seen from earlier articles in this series, a plan was afoot to create a fourth rogue branch of government. An unelected branch with no oversight that answers only to the President. That sounds a lot a lot like a tyrant with his minions.
As previously depicted in the previous article Into the Shadows this all began in 1939 with the creation of the Executive Office of the President (EOP). The selling point of the new EOP was efficiency and cost reduction. That always sounds good. However, in President Roosevelt’s summary presentation we see one of the 5 main points of the proposed EOP:
Place the whole governmental administrative service on a career basis and under the merit system by extending the civil service upward, outward and downward to include all non-policy-determining positions and jobs.
This was the creation of what Ryan McMaken describes in his article The Deep State: The Headless Fourth Branch of Government as the “lifelong professional civil servant.” An unelected lifelong professional civil servant protected by the unions and answering only to the President. What could possibly go wrong there? Here is more from Ryan McMaken:
The creation of the professional civil service had been a victory over the legacy of the populist Andrew Jackson who had demanded a move away from the old "professional" bureaucracy established by the Federalists. Jackson denounced the professional bureaucrats, concluding such persons "acquire a habit of looking with indifference upon the public interests and of tolerating conduct from which an unpracticed man would revolt." Instead, the Jacksonians insisted "rotation" in government offices "constitutes a leading principle in the republican creed."
Most people would like to point out that Donald Trump’s admiration for Andrew Jackson was because of Jackson’s resistance to the Central Banking system and the Fed. This is probably true. It would also appear that Trump and Jackson have more in common than just banking philosophies. The destruction of the “professional bureaucracy” is critical to maintaining a government that answers to the people. Still, at this point in history (1939) this administrative state/professional bureaucracy would have had little power if it were not for President Roosevelt’s New Deal.
We could go into the all the transgressions from the Constitution contained in the New Deal, but for the purposes of this article we must focus on the fact that the New Deal greatly expanded the regulatory power of the agencies within this new administrative state. In his book Ex America (aka The People's Pottage) Garet Garrett described this transformation:
These agencies have built up a large body of administrative law which the people are obliged to obey. And not only do they make their own laws; they enforce their own laws, acting as prosecutor, jury and judge; an appeal from their decisions to the regular courts is difficult. … Thus the Constitutional separation of the three governmental powers, namely, the legislative, the executive and the judicial is entirely lost."
Today, we see agencies like the Department of Justice (DOJ), Department of Homeland Security (DHS), CIA, FBI, and even the Environmental Protection Agency (EPA) wield this autocratic power with impunity on the American people.
However, once you realize what agencies have been created over the years, it will become clear what has happened. Here is a list of some of the agencies with the Executive Branch:

Do you notice some powerful agencies in the list above? DOD, FBI, DEA, ATF, IRS, and even OSHA have proven that their edicts and mandates are nothing to ignore. However, they exist because of an executive order or executive action. They can be removed just as easily.
Here is a list of the so called “independent” agencies in our government. Agencies like:

Are you seeing the cosmic scope and power that these agencies wield over the populace? This is by design. These are all powerful agencies that operate outside the oversight of Congress and the Judicial branch. Even the United States Postal Service could be weaponized to ensure mail in voter fraud is upheld. In Eric Lane’s piece Civic Ignorance and the Rise of the President-King he states the following:
Few people want to be President, but everyone wants to be a King.
With an arsenal of bureaucratic agencies, a person can be both President and King! The ability of the 4th branch to create regulations, impose fines and punish violators is reminiscent of Hitler’s Brownshirts or Mussolini’s Blackshirts. William G. Howell and David E. Lewis wrote a great piece titled Agencies by Presidential Design. In this paper (circa 1995) they had this to say:
We analyze the 425 administrative agencies established between 1946 and 1995. We find that presidents exercise significantly more control over those agencies that they create through a unilateral directive than those agencies that Congress and the president establish through legislation. – Howell and Lewis

Since the end of World War II, presidents have unilaterally created over half of all administrative agencies in the United States. Using executive orders, department orders, and reorganization plans, presidents have established administrative agencies that would never have been created through legislative action, and almost always, presidents design these agencies in ways that maximize their control over them.

What we have witnessed over the years is the increased politicization of both the executive agencies and the independent agencies within the Executive Branch. What is worse is that we also have recently seen the weaponization of agencies like the CIA and the congressionally created FBI towards American citizens. Recently, the IRS has begun hiring 87,000 more agents with a hiring requirement to handle a gun and be willing to shoot to kill. Let’s consider this quote from McMaken :
“These organizations — most notably the Central Intelligence Agency — would come to function virtually without oversight, with most of their activities declared too secret to endure public scrutiny. Over time, these ostensibly civilian organizations would become increasingly intertwined with the growing "special operations" arms of the Department of Defense. By the early twenty-first century, the Pentagon would develop "its own clandestine intelligence" capabilities and take over many of the "covert paramilitary activities and unconventional warfare" operations once directed by the CIA. The line between the nation's intelligence agencies and the conventional military agencies became increasingly blurred.”
Once this power is directed towards the American people there is little we can do to fight back. Can any of us stand up to an armed FBI, CIA, or IRS and win? This is again illustrated further by McMaken:
“Ordinary and obscure Americans, of course, are all the more at the mercy of organizations like the FBI. Few regular people possess the resources necessary to mount a defense against the Justice Department's gargantuan budgets and legions of attorneys that can be aimed at any American who becomes annoying to these federal law enforcement bureaucrats and their friends.”
As you can see, the headless 4th Branch of Government is a huge and formidable rogue entity. It presents the largest challenge to Donald Trump and his promise to return power back to the people. Our last reference to McMaken here:
Moreover, it is this national-security oriented branch of the administrative state that is likely to prove the most dangerous. This is due to these agencies' ability to carry out operations kept secret from the public, their access to seemingly limitless amounts of funding, and their ability to investigate and prosecute elected policymakers.
To be fair, it is possible that there are agencies that are not corrupt, politicized, or weaponized but those would appear to be the exception, not the rule. Q asked the question in drop 14:
What is the one organization left that isn't corrupt?
It would appear the situation is hopeless and there is just too much corruption to overcome. In order to save America from the Deep State/4th Branch of government we must find a way to remove the agencies from power. Hitler and Mussolini were both soundly defeated despite their seemingly powerful advantage and we aim to prove how we can win as well.
In the article of 47 Rōnin, 300 samurai served Lord Asano and all were betrayed; they all became rōnin. However, 47 samurai answered the call when the time came to exact their revenge and restore their honor. There is a group that is honor bound and sworn to protect the Constitution.
Like the Knights of the Round Table of old, these faithful and loyal few found a President-King they can believe in who would fight to restore America; to restore Camelot if you will. The 4th branch built a powerful throne for the President-King…they just forgot to uninvite Donald Trump. As you will see, this powerful throne occupied by Trump will be the beginning of the end for the 4th Branch.
