I am trying to understand what he did in executive order 13961. It appears to be devolution (as you said it's meant to be temporary). However, he implemented 13961 exactly 79 years to the day we were attacked at Pearl Harbor. That's a symbolic date. 13961 states that the executive committee is to uphold NSF's. That's the disconnect with me this far. Is it possible both are true?

I am thinking about the reference to when Cheney was in the WH bunker on 9/11 and the creation of the COG. Remember when they rushed Trump into the bunker briefly and later he came out and stood in front of St. John's church holding a Bible in a similar fashion that Bill Clinton did when he was POTUS?
