Once a school or agency adopts predictive models, their outputs gain institutional weight. “The system flagged it” becomes justification enough. AI doesn’t replace bias—it scales it.
The Emerging Threat: AI-Based Child Protection
In 2024, several major child-welfare software providers began integrating artificial intelligence scoring into state-level case management platforms. These systems claim to identify “high-risk” children before abuse occurs, using combinations of CPS, education, and health data. On paper, it’s the next step in prevention. In practice, it’s predictive policing in family form. These AI tools score families based on hundreds of factors: prior CPS contact, income, housing instability, medical records, even neighborhood crime rates. The higher the score, the greater the likelihood of investigation or removal. The danger is subtle but profound. AI doesn’t see love, context, or recovery. It sees patterns—and those patterns are historical. If history records poverty as neglect, then AI will learn to perpetuate that equation. If history punishes single mothers, the machine will too. Technology doesn’t fix bias; it perfects it. Once again, the American child becomes both the subject and the data point of protection.

In every previous era, child protection was visible—social workers, courtrooms, institutions. Today’s version is invisible, coded into the background of everyday life. It’s easy to justify because it feels benign. It’s for safety. It’s automated. It’s fair. But fairness, like safety, is not a setting—it’s a choice.
