An unelected and unbridled shadow government has emerged in our country that we now know as the Deep State. To better understand Reconstitution, we must go into the shadows to see how this permanent unelected government was put into place.
Before we dive into the murky past, we must make sure that we understand some basic principles first. There are continuity plans for all three branches of the government but COG is for the Executive Branch. Within the directive of Continuity of Government (COG) exists further continuity plans such as Devolution and Continuity of Operations (COOP). Both strategies fall under the umbrella of COG. COOP is specifically for the executive Office of the President (EOP).
Continuity of Government was not started under Trump. Neither the strategy nor the plans were something that Trump enacted in lieu of election fraud or in response to it. The facts are that the first and ONLY time COG has EVER been implemented in the modern era (since 1814) was under President George W. Bush on September 11th, 2001. There have been many plans drawn up for COG by numerous administrations prior to that date, but only President Bush implemented those plans, and they have never been rescinded. To suggest otherwise is patently false.
During the Carter administration, COG planning was brought under the umbrella of the newly created Federal Emergency Management Agency (FEMA). The Reagan administration embraced and enhanced COG operations as part of its strategic military posture, which involved planning to fight and win a limited nuclear exchange with the Soviet Union. COG protocols have been updated by every successive presidential administration, and existing COG plans were even implemented shortly after 9/11.

It is true that President Donald Trump did sign Executive Order 13961, and this does pertain to Continuity of Government, but this is a continuation of the COG that Bush initiated in 2001. Since 2001, executive orders have been issued by every single administration to detail their structure for COG. Upon reading EO 13961, you can see that it is in direct alignment with 3 previous directives, one of which it also amends. These are both Federal Continuity Directives (FCD 1 & 2) of 2017, and Presidential Policy Directive 40 (PPD 40) of 2016. While PPD 40 is not publicly available, both FCD 1 & 2 are, and by reading the text in those Directives you can trace its successor as well. This can be done over and over, and eventually you will find that EO 13961 is a successor to a 1955 Eisenhower Directive: NSC 5521 - Relocation Plan. In fact, we did just that. As you can see, we can go as far back as the Eisenhower Administration and find that our government was making plans to declare an emergency that would lead to COG (Armageddon Plan). We will get to that later. To find the real beginnings of the shadow government and the deep state we must go all the way back to the early 20th Century.
In 1936 President Franklin D Roosevelt commissioned the Brownlow Committee to research ways to make the executive branch of government more efficient and effective. By this time in history, there has been nearly 50 years’ worth of independent commissions or agencies being added to the executive branch. The proposal that the Brownlow Committee drafted would eventually become the Reorganization Act of 1939.
Since 1939, federal agencies immediately assisting the President have been located in an enclave known as the Executive Office of the President (EOP). Within these entities are many, if not most, of the President’s closest advisers and assistants on matters of policy, politics, administration, and management. Some of these EOP components have been creations of the President; others have been established by Congress. The five basic objectives of the Brownlow Committees recommendation can be best described by the illustration below:
As you can see from above, there are several objectives that should be of concern to us. Mainly, nondelegation, judicial deference, and executive control of agencies are objectives that appear very authoritarian in nature. The committee itself recognized the potential for abuse of these objectives in their report:
The Committee points out that the independent commissions have been created one by one over the past 50 years, and that they threaten in time to become 'a headless fourth branch of the Government, not contemplated by the Constitution, and not responsible administratively either to the President, to the Congress, or to the Courts.'
The EOP was deliberately created to be outside the constitution, beyond the reach of the Judicial branch, outside the purview of the Legislative branch, and to answer only to the President. This is a gross miscarriage of the people’s trust, the people’s treasure, and the dreams of our founding fathers.
Let’s review the many agencies and offices that exist today as a result of this abuse:
Offices
As we have seen in the 47 Ronin portion of this series, there is chivalry to public service. The Samurai faithfully served their master and the people. Those who hold office take an oath, and with it the mantle to protect the weak. An unelected civil servant has no such oath. They are to be civil servants to us, but they have become anything but civil and they have come to serve only themselves. There is no honor in them.
What we have today is an EOP that exceeds 1,800 employees and an operating budget over $700 million dollars. The EOP exist with in the Executive branch which now consists of over 425 agencies and tens of thousands of unelected professional civil servants. This was planned and deliberate. With these powerful agencies and offices fully intact, it would soon become necessary for this shadow government to operate freely and irrespective of who is President and who is in Congress. One way to accomplish this is through Continuity of Government (COG).
Continuity of Government
The concept of Continuity of Government (COG) has been around from the very beginning of the United States. In 1776, plans were made for relocation from Philadelphia to Baltimore. Three days after these plans were drawn up, they were implemented as a result of the British incursion into Philadelphia. Since that time there have been other instances when COG was needed. When the British set fire to the White House in 1814, Secretary of State James Monroe was given just hours to relocate. We can trace back our current structure of continuity to this:
In 1952, President Truman ordered all federal offices to develop their own continuity plans for the event of a civil defense emergency. Plans have been maintained and adapted since then, at times requiring the construction of secret facilities such as the emergency Congress facility in Greenbrier County, West Virginia. – Wikipedia
Take note that the continuity plans were ordered for “all federal offices.” In a COG situation all the offices above will have their own continuity plans. It would almost seem like the “headless fourth branch of government” is the main driving force for COG… because it is!
Reagan’ Shadow Government
In 1987, during the later stages of the Reagan Administration, Colonel Oliver North was questioned before Congress about the Iran Contra scandal. An article by Alphonso Chardy of the Miami Herald dated July 5th, 1987, had this to say:
“Some of President Reagan’s top advisers have operated a virtual parallel government outside the traditional Cabinet departments and agencies almost from the day Reagan took office, congressional investigators and administration officials have concluded.”
So, in addition to the “traditional cabinet” positions, Reagan’s advisors created a parallel government. Let’s be crystal clear about this. The “top advisors” they are talking about are Lt. Col, Oliver North, Dick Cheney and Donald Rumsfeld. Remember these names because they are the masterminds of our current betrayal. President Reagan is not above criticism though. This expansion of the shadow government provided the perfect cover for him:
“It was the ultimate plausible deniability,” said a well-briefed official who has served the Reagan administration since 1982 and who often collaborated on covert assistance to the Nicaraguan contras. – Chardy

These machinations within the Executive branch are intended to sidestep Congress, the Judiciary, and any other oversight which is then sold to the public as a means of security during a crisis or emergency. However, we know that this dance with oversight was intended to carry out nefarious activities with plausible deniability by the President. This is unbridled autocracy operating at the highest level of our government in the shadows. Chardy goes on to say,
Lt. Col. Oliver North, for example, helped draw up a controversial plan to suspend the Constitution in the event of a national crisis, such as nuclear war, violent and widespread internal dissent or national opposition to a U.S. military invasion abroad.

“This is the part of the story that reveals the whole secret government-within-a-government, operated from the [Executive Office Building] by a Lt. Col., with its own army, air force, diplomatic agents, intelligence operatives and appropriations capacity,” Limon wrote in the memo, parts of which were shared with The Herald.
It would appear we are seeing the groundwork being laid out for national emergencies to be used to carry out martial law and other unconstitutional overreaches against US citizens. From a Nov 29, 2010 Asia Pacific Times article we get this summation:
In other words, extreme measures, designed originally to deal with an externally directed and devastating nuclear attack, were being secretly modified to deal with domestic dissenters: a situation that still pertains today.
Where have we witnessed extreme measure being taken to “protect” the citizens of this country? The fact is, our government has had it’s eye on violating the constitutional rights of it’s citizens through government lockdowns, and even relocation camps for decades. The Readiness Exercise of 1984 (Rex84) depicts a scenario just like that. From the Miami Herald:
The scenario outlined in the Brinkerhoff memo resembled somewhat a paper Guiffrida had written in 1970 at the Army War College in Carlisle, Pa., in which he advocated martial law in case of a national uprising by black militants. The paper also advocated the roundup and transfer to “assembly centers or relocation camps” of at least 21 million “American Negroes.”

Cheney had already declared in his Iran-Contra Minority Report of 1987 his belief that “the Chief Executive will on occasion feel duty bound to assert monarchical notions of prerogative that will permit him to exceed the law.
These people are sick. The pattern is now set for the executive branch and the shadow government to declare emergencies, activate COG, and seize the power they desperately crave.

As we just showed you, a simple follow up to President Trump’s Executive Order 13961 reveals other COG executive orders in alignment with EO 13961 came before Trump’s as a result of the 9/11 terror attacks and the subsequent activation of COG. It is Proclamation 7463 of a state of emergency that is used to justify the COG George Bush put in place.

The National Emergency that George W. Bush declared on September 14th, 2001, has been extended every single year for the past 20 years! Every President, Every Year! See Joe Biden’s extension below and the previous extensions listed.
With the extension of emergencies the Continuity of Government plans that resulted from 9/11 can still be used at any time. We learned from the Reagan Administration that in a COG situation the Constitution can be suspended to grant the Executive branch enormous powers. This is how the shadow government/ Deep State gain and maintain enormous power:

According to Alphonso Chardy this is what happens under COG:

FEMA is under the Department of Homeland Security. Does anyone care to guess what branch of government the DHS is part of?

The DHS was created from the Homeland Security Act of 2002 which was the direct result of the 2001 9/11 terrorist attacks. This was all by design. The Patriot Act of October 2001 was a 340 page bill that many believe was written well before September 2001. Guess who was part of Bushes executive branch to make sure it all went accordingly? Bush’s Vice President Dick Cheney.

It is generally agreed that, of the three men in National Command Authority on 9/11, Cheney was the ideologue most committed to restoring the power of a presidency that had been weakened by Watergate.
Call it “restoring the power of the presidency” if you must but we know what was really happening. The consolidation of power is complete! The trifecta of executive branch expansion, various states of emergencies, and the activation of COG has given the shadow government and the President-King all the power they need hidden in a shadowy corner of the Oval Office.

Now that we know what’s going on, given that timelines are impossible & events are the “key”, what can we expect to unfold in the future? I saw all these “Agencies” with unelected power come to be & I always wondered how we could undo the damage. They are ruling our Country from appointed positions. These commissions are way out of line. I can see it.
We went through a color revolution. The FBI, CIA, CCP & others conspired to make America fail. Trump won. They know it. They’re desperate to destroy him. They need him gone to finish their dirty deeds.
The United States Corporation is bankrupt as of March 2021 via FL southern district court. I can say with confidence that Our Country is hanging by a thread. The events of each day display a population at war with our out-of-line government. The Federal Reserve is not printing any more money & is gone even though the puppets are still acting like it is still up & running. Trump transferred all of our assets to The US Treasury. Janet Yellen isn’t in charge of the UST. Ben Bernenke is not in charge either.
Biden isn’t really the president but puppeted by Obama, Rice & Jarrett.
Then there’s BRICS . . . Nearly half the entire population of the world is now using gold backed currency. The Cabal Central Bank doesn’t like it. The Cabal needs America to fall to complete their plan.
I know Trump said “We have it all. I caught them all. We caught them.” He has a boatload of hard evidence of every single world leader & every single politician involvement in child trafficking and crimes against humanity.
